Why this post is here: sometime in 2021, ADOT reorganized what used to be known as the Bicycle and Pedestrian Program’s website, azbikeped.org ; that link still works, but it just redirects to what is now called the ADOT Active Transportation program’s website: activetransportation.az.gov

Bicycling Street Smarts cover imageThe old site contained a full online copy of Arizona Bicycling Street Smarts, a 42 page booklet that contained excellent advice for how to ride a bicycle safely in traffic, among other topics. The bad news is the new site no longer contains that content; the good news is Arizona Bicycling Street Smarts is available in its entirety from archive.org.

Portland man, well-known in music community, killed in crash near Safford, Arizona

10/14/2021 ~ 4:20AM according to the story from the gilaherald Ian Mouser of Portland died as a result of a crash that occurred on US-70 near Haekel Rd, just east of Safford, in Graham County; so somewhere near here.

The nature of the roadway there is a two lane highway (one lane in each direction) with what appear to be relatively wide paved shoulders, and significant rumble strips.

Bicyclist struck and killed by hit-and-run driver after falling into Thomas Rd, Phoenix

10/14/2021 ~ 7PM Hit and run. Few details, e.g. no description of suspect vehicle, the name of the victim was not released; the direction of the bicyclist is mentioned but not of the suspect vehicle (which police probably do know, but didn’t mention). Don’t expect to ever hear about this incident ever again, other than in 2021 statistics. “The media” just doesn’t follow up.

These “falling into the roadway” incidents typically happen when a bicyclist, especially when going counter-flow, fall off the sidewalk, for whatever reason and the sudden jarring of coming down off the curb into the road causes a further loss of control; and are subsequently struck by a passing motorist. These types of fatal crashed don’t happen a lot, but they do happen, here’s one from 2014 in Phoenix. (according to FARS, the bicyclist in the 2014 incident had a BAC of .18 ; which probably why the cyclist lost control while avoiding a telephone pole).

On other complaints — A more accurate headline would read:

PHX bike ambassador dies after getting hit by drunk driver

Aug 20, 2021

Hans Hughes was very seriously injured last month after being struck at a downtown Phoenix intersection (1st and Filmore). He subsequently succumbed to injuries. Police say a drunk driver ran a red light, striking the bicyclist, and then fled the scene. He was later arrested…

This is fishy; where is the media and why don’t they ask questions?? “The identity of the suspect was not released” (KTAR). As of late September 24th??!! wtf? These are very serious criminal accusations, felony hit-and-run and (likely) manslaughter (blowing a red light and kill someone is also a misdemeanor);  someone has been arrested, why the secrecy? Hit and run driver kills bicyclist in West Phoenix

8/31/2021 6pm hit and run driver kills bicyclist Mark Tohe in laveen (west Phoenix). Baseline road near 75th Ave. For whatever reason, police have released virtually no details. No descriptions… “Phoenix police said they are conducting an investigation into the incident and are looking for the driver, who fled before police arrived.”

Arizona’s handheld cell phone ban; citations

The 7/7/2021 print edition (p.12-13) of AFN ran a story detailing the number of citations issued Phoenix and metro area police against motorists violating Arizona’s “new” handheld cellphone ban. The law has been on the books since 2019, but the penalty (a fine) only began on Jan 1, 2021; prior to that it was simply, at most, a warning. Police: Driver that killed officer ran red light

Not much remains of this full-sized SUV that was struck by a sedan at a right angle.

5/31/2021 Monday night. Phoenix police officer killed by reported red-light runner Police say the driver of a sedan ran a red light, apparently at extremely high speed, causing an apocalyptic crash with a Phoenix police full-sized SUV at the intersection Cave Creek Road & Greenway Parkway. Both drivers are dead; the sedan driver was identified as “31-year-old Christopher Castro, died at the scene. Driver kills self and another in rush-hour 202 Santan freeway

Monday around 6pm. The driver of a large SUV entered the 202/Santan freeway off-ramp at Alma School, causing a head-on crash killing herself and another woman.

Maybe the sun was in her eyes?

“…Investigators learned a white GMC Yukon entered the highway going the wrong direction on the Alma School Road off-ramp. Show Low driver rams bicyclists, 7 critical

Well, this is unusual — a pickup driver crossed over (driving in the wrong direction) and rammed a large group of bicyclists who were participating in the Bike the Bluff, an organized ride (it’s actually a full-blown race, apparently) in Show Low, Arizona.

Bicyclist dead along Alma School; pickup driver arrested

6/9/2021 ~ 2:30AM Alma School near Galveston, Chandler, AZ

Police say that the hit-and-run suspect vehicle is a Dodge Ram, found nearby, and arrested 48-year-old Ryan Sean Pereira. The dead bicyclist was identified as 40-year-old Joseph Theodore Kowalczyk

Police ID truck driver accused of killing 1 bicyclist, injuring 4 more in Flagstaff

5/28/2021 ~ 7PM. The driver of a tow truck struck a group of six cyclists at the intersection of Butler and Beaver, Flagstaff. The driver was arrested; presumably because police say at the time he ran a red light, while the group of bicyclists was proceeding on a green. Powers of local authorities

tl;dr

Cities in Arizona are granted the authority to further regulate the operation of bicycles within their jurisdiction.
This in general is bad for bicyclists.

Rules of the road are already, and best, defined for bicyclists in state law; the Arizona Revised Statutes (ARS). Bicyclists riding in the road have the rights and duties (R&D) of the driver of any (any non-motorized) vehicle (§28-812), as well a few additional specific duties; the most remarkable probably being that they have a special duty to facilitate passing of faster traffic, but only under specific conditions, and only when safe… the so-called as-far-right-as-practicable (AFRAP, sometimes referred to as far-to-the-right, FTR, rule) law, 28-815A. Driver rams into two on sidewalk at Rural and Apache; suspect arrested

The driver of a white pickup careened onto the sidewalk, striking two ASU students walking on the sidewalk, injuring one seriously; the driver fled.

DUI remains a huge threat/problem; are we doing enough to remove illegal drivers from the road? The man arrested was FTA (failure to appear) since Jan 2020 on a November 2019 DUI and driving (then) on a suspended license which was suspended for yet another DUI.
