Driver eastbound 10th St near Maple, Tempe. These are residential streets inside of a neighborhood just west of ASU campus, quite dense with bicyclists and pedestrians. The posted speed limit in would have to assume is 25mph.

The vague statement “No charges or citations have been issued to the driver” may be misleading, or maybe not, though investigations into fatal collisions are rarely concluded this fast. Was the driver speeding when he crashed? It does mean that, at least, police did not suspect driver impairment.

Woman dies after crash in Tempe, police say
TEMPE, Ariz. — A woman riding an electric bicycle died following a crash reported Tuesday afternoon in Tempe.

The Tempe Police Department said the collision was reported at about 1:30 p.m. in the area of 10th Street and Maple Avenue.

A car driving east on 10th Street struck the bicycle after the cyclist reportedly “pulled out in front of the car,” police said.

The woman was taken to the hospital and later died. No charges or citations have been issued to the driver.

Tempe Police said she was riding her electric bike near the intersection of Tenth Street and Maple Avenue when she pulled out in front of a car. The car did not have a stop sign and hit Melody. She later died at the hospital.
“I came down that street. Every street corner we went down except for that one had a roundabout,” Furnald said.
Melody’s friends have left flowers and lit candles at the corner where she was hit. On the pole is a plea for the City of Tempe to make safety improvements for cyclists by either adding a roundabout or converting it to a four-way stop sign.

Again with the near the intersection,  why NEAR(?), it would seem the crash was AT the intersection; meaning it was a right-angle crash and not, say, a SWSS (Single witness suicide swerve; i.e. overtaking issue)

A roundabout would probably work well there. I also recall a couple of years ago there was a temporary traffic infra project in the Maple-Ash-Farmer neighborhood to slow down cut-thru traffic that was widely moaned about by the car drivers.
