The bollards look to be especially dangerous to unwitting bicyclists; as well as a liability issue for the City of Tempe.The bollards are heavy gauge steel pipe.This is a speed table.Also of note, behind this pic (i.e. south of 16th) Hardy's ROW is quite a bit wider, and both the travel lane(s) and BL are generously sized; maybe 11 and 6', respectively.
