Suspect Jowen Noel Moses arrested. DUI suspected. Suspect is reported to, besides the criminal acts described (aggravated assault, resisting arrest, unlawful flight, etc) have then attempted suicide in jail.
Incident occurred in the vicinity of Thomas and 48th Street; spanned Phoenix and Scottsdale.
A terrifying encounter along a Scottsdale street: ’25 minutes of just pure torment’

The woman driving the white sedan said the incident didn’t start out as road rage: A car seemed to appear out of nowhere and sideswiped her as she was driving along a Scottsdale street Thursday evening.
“Then he just kept slamming into the back of me as I drove,” she said….
“I drove for 25 minutes and the guy was driving in a complete zig-zag the entire time,” the woman said.
…“If I tried to go right, he would try to sideswipe me. If I tried to go left, he would try to sideswipe me. I drove for 25 minutes and the guy was driving in a complete zig-zag the entire time.”
Woman who Scottsdale police say appears to be the random victim of a deranged driver. Suspect Jowen Noel Moses was arrested by Scottsdale police in the incident.
…The woman stayed on the phone with police as the man repeatedly rear-ended her as they drove into Phoenix along Thomas Road. She told dispatchers she was too afraid to pull over.
Officers located the man’s vehicle and attempted to stop it near 48th Street. The black sedan entered a parking lot, made a U-turn and re-entered Thomas Road while driving into oncoming traffic. Almost immediately, Hoster said, the sedan struck an SUV that was southbound on 48th Street. The sedan then spun and hit a police SUV that had been part of the pursuit.
Police were able to arrest the sedan driver after a brief struggle. The SUV driver suffered minor injuries, Hoster said… The woman, who was not injured, said she saw the man stumble out of the car and attempt to fight officers.
Jowen Noel Moses, 25, of Bylas, was arrested by Scottsdale police and transported to Scottsdale City Jail, Hoster said…
At 8:07 p.m. Thursday, Moses was taken to a local hospital after attempting to commit suicide in his cell, Hoster said.
