		<description>To answer the topic title question, no, a motorized bicycle is not a play vehicle and should never be operated as one.

I have been building, selling and riding motorized bicycles in the metro Phoenix area for a year and half now with over 1,000 road miles and I have yet to meet anyone that has ever been cited by police for riding one on the road.

Though there are certainly occasions when it is just safer to use a short stretch of sidewalk, sidewalks should not be treated like bike lanes on any bicycle powered or not.

In my riding experience if you are operating your bike safely on the right side of the road and LOOK like a responsible rider by wearing a helmet, glasses, gloves and good shoes the police have better things to do than hassle you over a city ordinance.

What needs doing since the 2010 EPA rules kicked in however is a relaxation of the 48cc motor size state law as outlined in Arizona Revised Statute 28-2516.

		<description>This is so stupid and shows what a crock the whole dust control and emissions thing is since if they really cared about the air they would allow motorized bicycles 20mph and under.
Basically they want to control everything for the sake of control. They do not care that the constitution states no law will be passed that limits our right to travel freely. Walking is not what they were stating or they would have said walking. We are all screwed in every way possible. I remember when emissions came into being and there was no one asking for emissions controls except for the united nations. Then dust control and dirtbike license plates .....
They will regulate us right into jail because then we are cheap labor. The corporate lobbyist pays better than the poor. This angers me because I can drive my f350 one ton crew cab 11mpg nonstop everywhere it will fit but I cannot ride a motorized bicycle 250mpg anywhere and the reason is stupid cops and lawmakers. Is that sick or what. I could be riding a bicycle with a motor that goes 20 mph and getting 250mpg but they are saying not allowed to do this with no reasons given.
